Why does Israel refuse to withdraw from the Shebaa Farms and Kfar Shuba Hills?

Despite the withdrawal of the Israeli army from southern Lebanon in 2000, the Shebaa Farms and Kfar Shuba Hills areas are still under occupation, and are not covered by the withdrawal line or what is known as the Blue Line. Israel refuses to withdraw from them.
